After Özgür Özel was elected party leader at the congress on November 4-5, 2023, there was an immediate expectation for a constitution congress. However, like the rest of Turkey, CHP entered local election mode. The historic March 31 elections naturally positioned CHP as the leading candidate for general power in the next election.

For the past four months, all polls have shown CHP as the leading party, generally by a slim margin. However, some polls at the end of July indicate that the lead has widened significantly.

In this climate, CHP has clarified its internal roadmap until early 2025.

In the coming days, discussions will revolve around whether this congress will include elections or not.

According to information leaked from the provincial chairpersons' meeting held the other day, the common pursuit is to transform the local success of the March 31 elections into general success. It is essential to solidify the path to this goal. Therefore, adopting the primary election method for candidate selection in elective places is the dominant view. However, there are provinces, especially in the Southeast, where the chairpersons think differently.

The constitutional amendment made eight years ago was not the product of a common perspective. Almost all deputies who opposed the clause postponing the primary election were eliminated.

What will happen this time?

Özel emphasized seeking an absolute common perspective.

If there is a split in the approach to the constitution, it will affect not only the upcoming election but also the congress!

Can the constitution be amended to include a general chairperson election?

The balance within the party cadres, including the parliamentary group and the organizational body, is shifting in favor of Özel, from 51-49.

Suppose those advocating for a constitution congress with a general chairperson election manage to pave the way for such a move. In that case, this congress could lead to the elimination of all opposition to Özgür Özel and the central cadre.
