Aliyev criticized France for its actions in the region, saying, "France not only destabilizes its past and present colonies but also our region, the South Caucasus, by supporting separatist tendencies and separatists." He asserted that France's military aid to Armenia is part of a "militaristic policy," which he believes fuels "revanchist forces" in Armenia and lays the groundwork for new conflicts in the region.

Furthermore, Aliyev charged France with perpetuating neocolonialism and bearing responsibility for "many of the bloody crimes in the colonial history of humanity." He condemned France for its colonial past, filled with "bloody crimes," and criticized its focus on "fictitious ethnic cleansing in other countries" instead of apologizing for its historical atrocities.
